🇳🇱 Netherlands
The Netherlands taxes Box 1 income in three combined brackets for people below state pension age: 35.75% up to 38,883 EUR, 37.56% up to 78,426 EUR, and 49.50% above. These rates already include the national insurance contributions (AOW 17.9%, Anw 0.1%, Wlz 9.65%), so they are collected through the income tax rather than shown as a separate employee line. The ZVW health contribution is borne by the employer (6.10% in 2026) and is not withheld from the employee. The 30% ruling for skilled workers recruited from abroad applies 30% for 2026 and 27% from 2027; the previously announced 30/20/10 phase-down was reversed.

The Netherlands uses a box system for taxation: employment income falls under Box 1 with progressive combined rates from 35.75% to 49.5%. Social insurance premiums are integrated into the first bracket. The 30% ruling is a significant tax benefit for qualifying expatriate workers, allowing employers to provide 30% of gross salary as a tax-free allowance for up to five years. Amsterdam, Rotterdam, and Eindhoven have large international communities and thriving technology and finance sectors.
